python3.x中CGI获取中文参数

python3中CGI用get方式获取中文参数，如：

http://localhost:8000/cgi-bin/friendsA.py?person=%CD%F5&howmany=10

报错，提示：“UnicodeEncodeError: \'gbk\' codec can\'t encode character \'\\ufffd\' in position 0: illegal multibyte sequence”，困惑了好久，请大神们帮忙
